Background
Uzbekistan is globally and regionally important in terms of its biodiversity due to its location between the European, Middle Eastern, and Asian biogeographical regions. Its varying landscapes of high mountain ranges, wide steppes, deserts, riparian wetlands, and the Aral Sea has results in a wide diversity of habitats. UNDP, for many years, have supported the Government of Uzbekistan in tackling environmental challenges, including in the area of biodiversity.
UNDP/GEF and Republic of Uzbekistan project on “Sustainable natural resource use and forest management in key mountainous areas important for globally significant biodiversity” will further support the country in addressing biodiversity conservation challenges, specifically with focusing on mountain ecosystems such as the western-most outliers of the western Tian Shan (Chatkal, Pskem, Ugam and Kuramin ranges) and Pamir-Alai (Gissar, Turkestan and Zaravshan ranges), which are home to the endangered snow leopard, and provide important habitat for its key prey species.
The project objective is ‘To enhance the conservation, and sustainable use, of natural resources in the biodiverse high altitude mountain ecosystems of Uzbekistan’, and the project is structured into four components, with each component comprising a complementary suite of two to three outputs:
  1. Component 1: Landscape level planning and management decision-making;
  2. Component 2: Strengthening key biodiversity areas;
  3. Component 3: Sustainable economic development incentives for communities;
  4. Component 4: Promoting cooperation and collaboration.
Duties and Responsibilities
Under direct supervision of the Project Manager, the Driver is fully responsible for providing transport services to the project staff in timely and secure manner:
  • Drive office vehicle for the transportation of authorized personnel;
  • Deliver and collect mail, documents and other items, meet official personnel at the airport and facilitates immigration and custom formalities and make errands for the project as required;
  • Be responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, buttery, brakes, tires;
  • Perform minor repairs and arranges for another repairs;
  • Ensure that the vehicle is kept clean; log official trips, daily mileage, gas consumption, oil changes, greasing;
  • Ensure that the steps required by rules and regulations are taken in timely manner in case of involvement in accident. Full respect of local laws and traffic rules.
  • Perform other duties and responsibilities in the scope of the current position.

Knowledge of languages:
  • Proficiency in Russian. Knowledge in Uzbek and English will be an asset.

Duties and Responsibilities
Under direct supervision of the Project Manager, the Filed Coordinator on Pastures and Forests is fully responsible for coordinating the direct implementation of all field-based project activities, under Component 3, in the targeted areas of the project domain and for fulfilling the following functions.
The Filed Coordinator on Pastures and Forests of the Project will be responsible for overseeing on a day to day basis the sound and timely implementation of all technical tasks of the project under the Component 3. Specific responsibilities will include:
Work planning, implementation and Reporting
  • The FCPF will prepare annual work plans and plans of activities under the Component 3 for further consolidation under project annual work plans
  • The FCPF will ensure the timely and cost-effective implementation of all outputs planned under the Component 3.
  • The FCPF will provide support and inputs to the PM in the preparation of all required reporting in terms of their technical content, Quarterly reports, Inception Reports, Combined Project Implementation Review/Annual Project Report (PIR/APR), Technical reports, quarterly financial reports, Terminal Project report and other reports related to the Component 3 as may be required by the PM.
Recruitment and supervision of technical consultants
  • TOR drafting: the FCPF will have primary responsibility for defining the technical responsibilities and deliverables expected from national and international consultants and service providers recruited under the Component and elaborate them in comprehensive Terms of Reference.
  • Supervision: the FCPF will have responsibility for ensuring technical consultants to prepare adequate work plans, will monitor progress, and provide technical guidance as required.
  • The FCPF will ensure effective management of work towards defined Component results by consultants recruited by the project through periodic technical staff management meetings.
Technical Reports Oversight and finalization:
  • The FCPF will be responsible for reviewing, following up and finalization of all relevant technical reports, best practices, lessons learned, publications, etc. prepared under the Component by the project.
Technical Coordination Group and Liaison with Project Technical Partners
  • The FCPF will contribute to the work of the Project Interagency Working Group and will ensure that it effectively achieves its objectives (i.e. to achieve technical coordination and information exchange in the field between various project partners to ensure complementarity and collaboration).
Liaison and Support to International Technical Adviser (ITA)
  • The FCPF will liaise and consult closely with the ITA in order to ensure that the technical direction of the project implementation remains on course.
  • The FCPF will directly support and work closely with the ITA while in-country and in particular during the project Inception phase in order to facilitate effectiveness of results and reach clear understanding of technical tasks to be achieved during the project duration.
Monitoring and evaluation
  • The FCPF will take direct responsibility for ensuring the practical tasks required to effectively implement the M&E plan and that an appropriate database is established to enter, process and generate materials required to measure project progress towards indicators.
  • The FCPF will play a central role in supporting the process of undertaking the mid and terminal Independent Evaluations.
  • Coordinate and assist expert teams and academic institutions with the initiation and implementation of any field studies and monitoring activities of the Component.
  • Carry out regular, announced and unannounced inspections of all project sites.
  • The FCPF will perform other duties when needed.

OBJECTIVES OF THE PROGRAMME :
The WHO Country Office inspires the Member State in shaping its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO helps the country to improve its health system and provides technical support as necessary. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the Country and its corresponding workplan by administering, consolidating, managing and enhancing WHO collaboration in the country including all resources (both, WHO regular budget and extra budgetary activities) deployed in the country either permanently or temporarily to maximise WHO impact. The Country Office also has a representational, coordinating, fund-raising and resource steering function, as needed.
The aim of the Division of Health Emergencies and Communicable Diseases is:
(i) to improve health security across the WHO European Region by maintaining regional alert and response operations and assisting countries in building their capacity for surveillance systems, preparedness for, and response to all health emergencies, in line with the requirements of the International Health Regulations and specific country risks;
(ii) to promote WHO's leadership in health emergencies and communicable disease prevention and control, including through relevant regional initiatives and specific research projects;
(iii) to assist countries in the Region to design, establish and run effective health programmes that are able to tackle the burden of communicable diseases, particularly, HIV/AIDS, tuberculosis, especially M/XDR-TB, viral hepatitis, influenza, malaria, antimicrobial resistance and vaccine-preventable diseases through strengthened immunization programmes, and to achieve/maintain regional elimination/eradication goals as for measles, rubella, malaria, and poliomyelitis;
(iv) to ensure, within EURO, the availability of state-of-the-art competency to provide high level technical support to Member States of the Region, in collaboration with Headquarters and in close partnership with relevant institutions of the Region.
"Challenge TB" is a USAID five year cooperative agreement (2015-2019) which aligns with the WHO post-2015 Global TB Strategy and the new USG TB Strategy to enhance USAID's focus on improving patient-centered quality TB services, developing evidence-based country specific strategies to achieve high impact results, building local capacity and the utilization of innovations and new technologies to move forward in the global fight against TB. In Uzbekistan "Challenge TB" is implemented by WHO country office in collaboration with KNCV (Royal Netherlands Association for the Prevention of Tuberculosis) Regional office in CAR.
Description of duties:
- Prepare and facilitate introduction and implementation of short treatment regimens and rational use of new medicines for treatment of drug resistant TB cases in pilot oblasts of Uzbekistan;
- Strengthen diagnostic capacity for rapid diagnosis of DR-TB by developing and updating new protocols and aligning them in accordance to the latest WHO recommendations in close collaboration with the relevant technical Units at WHO Regional Office for Europe;
- Integrate pharmacovigilance of new TB drugs into programmatic and clinical management of DR TB, by organising relevant technical assistance and training activities;
- Implement activities outlined in Challenge TB Project annual plans in Uzbekistan in close coordination with the country Office and regional Office teams;
- Contribute to the development of annual plans and associated budgets under the Project.
- Ensure timely compiled technical reporting on his/her specific technical areas in Uzbekistan. Draft progress reports and updates for the WHO Country Office and supervisors as necessary.
- Implement other relevant tasks upon request.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in medicine.
Desirable: Additional training courses on TB, MDR-TB or public health would be an asset.
WHO only considers higher educational qualifications obtained from an accredited institution.
Skills: 
Demonstrated skills in working with counterparts and partners, as well as colleagues in relevant WHO programmes within the WHO Country Office in Uzbekistan and the Regional Office for Europe. Knowledge of issues related to TB control in Uzbekistan. Demonstrated analytical and problem solving skills. Knowledge of Office software applications.

Experience:

JOB DESCRIPTION

Background:
WVV’s Area Development Programs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. ADPs are mainly funded by sponsorship funds, and are a phased approach to development, involving clear and consistent assessment, design, and implementing, reporting, monitoring and evaluation and reflection phases. Each ADP is tailored to the needs of a specific community in alignment with WVV’s strategic priorities. WVV works closely with district and commune local authorities and local partners to implement program activities.
Each ADP usually has one ADP manager, one Finance staff, one Sponsorship staff and 3 to 5 other staff who are in charge of Monitoring and Evaluation, Capacity Building, and sectoral projects such as Education, Health, Agriculture and Livelihood etc. A uniqueness of WVV’s ADP approach and structure is that all ADP team members are based at the district where the ADP is located, which enables them to work closely with government partners and communities on a daily basis.
Purpose of the position:
The position supports WV Vietnam to maintain high standards of financial stewardship and assist the ADP or Project Manager in maintaining the books of accounts and other financial records of the ADP or Project & adhering to the financial standards of World Vision financial system to ensure accountability.
Key responsibilities:
Provide administrative financial services to the projects to ensure compliance, quality, accuracy and consistency of work in project implementation.
Collaborate and work closely with all of the team members of the ADP or Project to ensure consistent service delivery.
Conduct all the day to day operational procedures in planning, implementation, monitoring and evaluation, closure, audit, etc. in timely manner and in line with WV Policy and Procedure as well as Field Financial Manual (FFM).
Assist the project team in verifying quotations, procurement, service supply contracts for project- related activity. Provide the necessary account analysis codes and assistance to the ADP or Project staff to correctly fill in and prepare cash advance, EER, payment request.
Ensure adequacy and correctness of the supporting documents for payments and/or voucher preparation (using Voucher Interface) in line with WV’s Policy and donor requirements.
Monitor the financial transactions regularly to maintain project financial account in place and in order.
Select randomly the suppliers of the quotes/bids submitted for major purchases to verify the existence, nature of business (whether it’s related to the goods or services being asked to quote or bid), relationship of the supplier with the staff of the project and reasonability of amount quoted. Verify the quality of the goods and services delivered to the beneficiaries by conducting random visit to the project sites.
Communicate to all staff and relevant partners about WV accounting policies and procedures. Assist the ADP or Project Manager in planning and developing project budget in line with the ADP’s Plan of Action and log frame.
Prepare the financial reports cover memo with variance explanations, Advances & Payables Aging Analysis (IA 264 & IA 269); update the asset register; perform the bank reconciliation and send on time to the Cluster Finance Officer for posting. Provide the necessary management financial report to manager as and when required.
Review the Sunsystem generated financial reports with assistance of Cluster FO and NO FO for any non-project related expenses, discrepancies and irregularities from the project finance manual.
Establish and maintain Filing system of key documents (in hard copy and soft copy) in line with audit requirements. Maintain all financial and other records required for audit purposes and provide assistance in regular auditing of the ADP or Project.
Job requirements:
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
Bachelor Degree; majored in finance/ accounting.
Average knowledge of and work experience in accounting.
Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
Good time management and organizational skills;
Good interpersonal and communications skills;
Fair English, especially report writing skills;
Good computer skills in Word, Excel, PowerPoint and email;
Ability to function well in a team environment.
