| OBJECTIVES OF THE PROGRAMME : To provide technical and operational support to national health authorities in the areas of national and international training and education programmes, including fellowships; to monitor and evaluate relevance and effectiveness of fellowship activities; and to coordinate the programme activities with other UN agencies, international and national organizations, and different departments and programmes within the Organization; to develop appropriate human resources for health through strengthening of fellowship programmes with efficient selection, placement and administration of fellows and other WHO trainees, based on the review of short-term and long-term needs of the Member States. | |
| Description of duties: Under the direct supervision of Regional Fellowships Officer (RFO) and broad guidance of Director, DAF, the incumbent performs the following duties: 1. Reviews the work plans received from WHO country offices (WCO), with particular reference to fellowships/study tours in all its aspects; collates and prepares tables for the proposed implementation plan, initiates correspondence for clarification and elucidation with countries and periodically updates these plans. 2. Attend to the incoming mails, accords priority as appropriate, does initial scrutiny of the Fellowships Application Forms (FAFs) before opening the files in the system and after data entry, submits the files for action by the concerned. 3. Operates/controls directly the fellowship information systems and the Fellowship Management System (FMS); inputs all the required information; updates and verifies completeness of information/data for accuracy, converts/compiles fellowships related data for processing and maintenance in support of programme. 4. Operates, maintains and updates the Electronic Data Management System (EDMS) of filing and record keeping in all its completeness, including scanning, indexing and coordinating the generation of various reports. 5. Coordinates the provision of established services for the EDMS and FMS including on-line trouble shooting services for the users in Fellowships unit, provides on-line briefing in the EDMS and FMS areas to the visiting WCO fellowship focal points and maintains internal and external liaison in these areas with the units in the Regional office and outside. 6. Provides inputs and drafts standard time bound reports and briefing materials for various in-house uses as required and as determined by the supervisor, including and importantly the monitoring of implementation status and quarterly update of study tour data handled by the Technical Units for submission to the senior management. 7. Assist RFO in regularly updating online data base including Regional Directory of Training Institutions (RDTI). 8. Assembles and reviews the daily and monthly developments of all fellowships to ensure that appropriate action is taken in a timely manner by generating the tracer/status (follow up) reports regularly. 9. Monitors the receipt of Fellowship Termination of Studies Report (FTSRs) and Utilization of Studies Reports (UOSRs) from the countries, technical evaluator comments from WCO/units and essentially assist with a view to strengthen periodical internal and external evaluation procedures. 10. Is responsible for creation of supplier site in GSM for fellows and training institutions. 11. Guides and oversees the work performed by the filing clerk attached to the HRH unit and perform other related duties as assigned by supervisor. | |
| REQUIRED QUALIFICATIONS | |
| Education: Essential: Completion of secondary school education. Desirable: Training in standard office software/word processing operations, MS Office etc. University degree will be an asset. | Skills: - Thorough knowledge of modern office procedures and practices, as well as (or ability to acquire it) of WHO Rules and procedures relating to fellowships; - Understanding of database management, monitoring of programmes/projects. - Ability to draft correspondence, reports, etc. - Ability to handle work in a timely and accurate manner with tact and discretion, as required. - Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training Competencies: 1. Producing Results Other IT skills: Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.) and standard office equipment. | Experience: Essential: At least 6 years' progressive experience in responsible secretarial/administrative positions . Desirable: Previous experience in WHO/UN/large international Organizations desirable | |
| Languages: Excellent knowledge of spoken and written English | |
| Additional Information: - In addition to position-specific test, external candidates will be required to qualify mandatory tests in English language and computer skills. - A written test, using computer, will be held for the short-listed applicants. The performance in written test will decide applicant's eligibility to appear in the interview. - The written test for shortlisted candidates will tentatively be held during the duration 13 February to 10 March 2017.
