| OBJECTIVES OF THE PROGRAMME : To provide technical and operational support to national authorities in the areas of national and international training and education programmes, including fellowships; to monitor and evaluate relevance and effectiveness of Fellowship program; and to coordinate the programme activities with other UN agencies, international and national organizations, and different departments and programmes within the Organization; to develop appropriate human resources for health through strengthening of fellowship programs with efficient selection, placement and administration of fellows and other WHO trainees, based on the review of short-term and long-term needs of the Member States. | |
| Description of duties: Under the direct supervision of the Regional Fellowships Officer (RFO) and broad guidance of the Director, Administration and Finance (DAF), the incumbent provides office and administrative support for fellowships programme as follows: 1. Screen and distribute incoming correspondence, attaching background information or related file and forwarding to staff concerned, highlighting issues requiring attention; draft replies to general and administrative matters; type technical reports and documents, tabular materials, etc., ensuring conformity with WHO standards; assist in preparing presentations; follow-up on deadlines to ensure timely response 2. Obtain documents and information from in-house and external sources and undertake information searches based on brief instructions/guidance 3. Maintain filing systems and ensure easy accessibility and retrieval of records including address lists, brochures and reference files. 4. Responsible for dispatch of outgoing correspondence, Placement requests, Letter of Awards, Payment instructions, etc. duly ensuring that appropriate enclosures are attached with the communications. 5. Assist in updating of Fellowships website by uploading latest information on a regular basis. 6. Assist in processing of placement in fellowship program, if required, and computer based regular monitoring of fellowship implementation. 7. Assist in monitoring the receipt of Fellowship Termination of Studies Report (FSTRs) and Utilization of Studies Reports (UOSRs) and technical evaluator comments from WCO/units. 8. Disseminate information regarding Training programs being held by various institutes to country offices and even to other regions. 9. Assist in operating, maintaining and updating the Fellowship Management System (FMS) by filing and record keeping in all its completeness, including scanning and indexing. 10. Receive visitors and telephone calls, answering queries and\or redirecting them to appropriate staff providing background information on purpose of appointment. 11. Replace Programme Associate during absences (if applicable); perform other related duties as required or instructed, including provision of support to other areas of work. | |
| REQUIRED QUALIFICATIONS | |
| Education: Essential: Completion of secondary school education. Desirable: Training in secretarial practices. University degree is an asset. | Skills: - Thorough knowledge of modern office procedures and practices. The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO. - Ability to draft standard correspondence and essential skill for maintaining on line data base. - Ability to handle work in a timely and accurate manner with tact and discretion, as required. - Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training Competencies: 1. Knowing and managing yourself Other IT skills: Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.) and standard office equipment. | Experience: Essential: At least three (3) years' experience in secretarial/clerical/ administrative work Desirable: Experience in WHO or in another UN/International organization would be an advantage. | |
| Languages: Excellent knowledge of spoken and written English | |
| Additional Information: - In addition to position-specific test, external candidates will be required to qualify mandatory tests in English language and computer skills. - A written test, using computer, will be held for the short-listed applicants. The performance in written test will decide applicant's eligibility to appear in the interview. - The written test for shortlisted candidates will tentatively be held during the duration 13 to 28 February 2017.
