| OBJECTIVES OF THE PROGRAMME : The WHO Centre for Health Development (WHO Kobe Centre-WKC)is a global centre for excellence conducting multi-disciplinary research on the consequences of social, economic, and environmental change and its implications for health policies The objective of WKC is to research and foster cross-disciplinary, innovative solutions and translate them into policies and actions to help countries achieve sustainable and context-specific Universal Health Coverage (UHC),emphasizing the impact of rapidly ageing populations. WKC's conducts implementation and intervention research and develops innovative solutions to produce and disseminate evidence,including through scientific publications. The Centre contributes to the creation, synthesis and uptake of global knowledge and policy/programme option development. WKC strongly relies on working in collaboration with researchers, academics, practitioners, many WHO departments and offices, and other stakeholders. Whereas WKC is a global centre, it also acts as an important reference and provider of information to local and national decision-makers and public. Organizational Context: Under guidance of the responsible Technical Officer, the incumbent works independently on own initiative or with minimum supervision on the basis of general instructions, own experience and precedents, following the Organization's specific procedures and practices, rules and regulations, and accepted secretarial practices, to ensure the smooth running of the work in the assigned area of work. The incumbent is encouraged to seek guidance for unusual issues. | |
| Description of duties: Purpose of Position: To provide general secretarial, administrative and communications support to the projects and activities of the WHO Kobe Centre. Duties: (1) provide general secretarial, administrative and communications support to the projects in carrying out the activities, including: (i) monitoring the budget in Global Management System; (ii) typing documents and assisting in development of presentation, e.g., tables, graphs and charts; (iii) drafting, on own initiative, standard and routine correspondence based on WHO guidelines; (iv) drafting meeting minutes and notes for the record of meetings, preparing unofficial draft translations of documents (English to Japanese and vice versa), creating and maintaining files and records; (v) making duty travel arrangements, e.g., visas, tickets, hotels; (vi) assisting in the preparation for and the organization and conduct of meetings; (vii) assisting in the preparation, production and disseminating of technical reports; (viii) preparing project implementation documents such as contractual agreements and purchase orders; (ix) inform and remind about respective follow-up dates and deadlines for response or specifications; (x) create and maintain the work unit's filing and reference systems, clarify with other staff document specifications and location for search and reference purposes; and (xi) receive, asses and refer telephone and personal inquiries in two languages to appropriate staff for reply; (2) replace other GS staff members during absences or periods of high activity, including acting as Receptionist on a part-time basis; (3) perform other duties as required. | |
| REQUIRED QUALIFICATIONS | |
| Education: * Essential: Graduation from Secondary School or its equivalent technical or commercial school. Desirable: Office and secretarial training with ability to utilize standard office software. | Skills: Ability to draft routine correspondence of a non-technical nature, check documentation for the correct use of language and grammar and acquire a practical knowledge of documentation,correspondence, administrative and secretarial procedures. Basic knowledge of WHO's or UN's administrative procedures. Ability to draft concise summaries and discussions as well as documents of a non-technical nature, such as minutes of meetings, as well as correspondence, and information support required to manage an office dealing with a large volume and wide variety of subjects. | Experience: * Essential: Minimum of three years' experience as a secretary or a clerk, of which preferably two years' in WHO or UN offices. Desirable: Good knowledge of local protocol would be an advantage. | |
