| OBJECTIVES OF THE PROGRAMME : The WHO Country Office inspires the Member State in shaping its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO helps the country to improve its health system and provides technical support as necessary. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the Country and its corresponding workplan by administering, consolidating, managing and enhancing WHO collaboration in the country including all resources (both, WHO regular budget and extra budgetary activities) deployed in the country either permanently or temporarily to maximise WHO impact. The Country Office also has a representational, coordinating, fund-raising and resource steering function, as needed. The aim of the Division of Health Emergencies and Communicable Diseases is: (i) to improve health security across the WHO European Region by maintaining regional alert and response operations and assisting countries in building their capacity for surveillance systems, preparedness for, and response to all health emergencies, in line with the requirements of the International Health Regulations and specific country risks; (ii) to promote WHO's leadership in health emergencies and communicable disease prevention and control, including through relevant regional initiatives and specific research projects; (iii) to assist countries in the Region to design, establish and run effective health programmes that are able to tackle the burden of communicable diseases, particularly, HIV/AIDS, tuberculosis, especially M/XDR-TB, viral hepatitis, influenza, malaria, antimicrobial resistance and vaccine-preventable diseases through strengthened immunization programmes, and to achieve/maintain regional elimination/eradication goals as for measles, rubella, malaria, and poliomyelitis; (iv) to ensure, within EURO, the availability of state-of-the-art competency to provide high level technical support to Member States of the Region, in collaboration with Headquarters and in close partnership with relevant institutions of the Region. "Challenge TB" is a USAID five year cooperative agreement (2015-2019) which aligns with the WHO post-2015 Global TB Strategy and the new USG TB Strategy to enhance USAID's focus on improving patient-centered quality TB services, developing evidence-based country specific strategies to achieve high impact results, building local capacity and the utilization of innovations and new technologies to move forward in the global fight against TB. In Uzbekistan "Challenge TB" is implemented by WHO country office in collaboration with KNCV (Royal Netherlands Association for the Prevention of Tuberculosis) Regional office in CAR. | |
| Description of duties: - Prepare and facilitate introduction and implementation of short treatment regimens and rational use of new medicines for treatment of drug resistant TB cases in pilot oblasts of Uzbekistan; - Strengthen diagnostic capacity for rapid diagnosis of DR-TB by developing and updating new protocols and aligning them in accordance to the latest WHO recommendations in close collaboration with the relevant technical Units at WHO Regional Office for Europe; - Integrate pharmacovigilance of new TB drugs into programmatic and clinical management of DR TB, by organising relevant technical assistance and training activities; - Implement activities outlined in Challenge TB Project annual plans in Uzbekistan in close coordination with the country Office and regional Office teams; - Contribute to the development of annual plans and associated budgets under the Project. - Ensure timely compiled technical reporting on his/her specific technical areas in Uzbekistan. Draft progress reports and updates for the WHO Country Office and supervisors as necessary. - Implement other relevant tasks upon request. | |
| REQUIRED QUALIFICATIONS | |
| Education: Essential: University degree in medicine. Desirable: Additional training courses on TB, MDR-TB or public health would be an asset. WHO only considers higher educational qualifications obtained from an accredited institution. | |
| Skills: Demonstrated skills in working with counterparts and partners, as well as colleagues in relevant WHO programmes within the WHO Country Office in Uzbekistan and the Regional Office for Europe. Knowledge of issues related to TB control in Uzbekistan. Demonstrated analytical and problem solving skills. Knowledge of Office software applications. Competencies required: 1) Producing results: The incumbent takes full ownership of assigned tasks demonstrating a systematic and efficient approach to work that yields high-quality results and workable solutions to surmount critical challenges. The incumbent initiates actions and monitors progress towards achievement of planned objectives.; 2) Ensuring the Effective Use of Resources: Ability to plan, identify and organize approaches and tools to effectively manage assigned technical tasks provided by the 1st level supervisor. Ability to establish measures to monitor resources and progress of activities as planned. 3) Communicating in a credible and effective way: The incumbent speaks and writes clearly and conveys information and opinions in a structured and credible way that is cognizant of the communication style and needs of the intended audience. 4) Fostering integration and teamwork: To promote information sharing, ensuring that all concerned are aware of specific situations, problems and needs with a view to achieve results and meet objectives. | Experience: Essential: At least two years of clinical experience in TB control activities. Desirable: Experience of collaboration with international organizations and experience of working with WHO would be assets. | |
| Languages: Essential: A very good command (advanced level) of the English and Russian languages. Desirable: A very good knowledge (advanced level) of the Uzbek language. | |
